Job Description
PRINCIPAL ACCOUNTABILITIES:
• Provide technical assistance to NPA’s regarding service/product costing, market research, feasibility, best practices, and quality control. Coordinate quality assurance and technical assistance visits to NPA’s regarding contract performance.
• Work collaboratively with NPAs to compile, analyze, and prepare costing proposals on assigned service/product projects to assure timely and accurate re-pricing actions for new and existing contracts under the AbilityOne program and submit them for approval to federal contracting officials.
• Prepare proposals for Base Year or Follow-On Year pricings. Analyze and interpret market data for use in negotiations and proposal development.
• Evaluate work requirements, estimate labor, develop standards, analyze operations, problem solving contract negotiation, and provide on-site contract administration assistance.
• Participate and/or coordinate service/product project negotiations between NPAs and the federal government.
• Provide ongoing project support per Committee regulation/policy with a goal of maintaining and/or increasing direct labor hours.
• Market the AbilityOne Program and NPA capabilities.
• Expand employment opportunities for assigned block of business for projects already on the AbilityOne Procurement List.
• Train NPAs and procuring activities in AbilityOne Program requirements, procedures, and regulations to ensure program activities are successfully fulfilled.
• Manage all aspects of Front Office for assigned projects.
• Train and support NPAs in the use of pricing software applications and external corporate systems.
• Build positive relationships with customers and business partners.
• Administer and maintain a close facilitator role to ensure communication and issue resolution between NPA and Procurement activities on all assigned projects.
• Perform additional accountabilities as required.

SKILLS/EXPERIENCE
• Interpersonal, organizational, written and oral communication skills.
• Personal computer skills, especially in database, spreadsheet, and word processing applications.
• Math Aptitude.
• Able to handle multiple priorities and a variety of external customers and contacts effectively.
• Self-starter with the confidence to build and maintain successful relationship with key customers and business partners.
• Able to work well in a team environment or independently.
• Able to travel frequently.
• Demonstrated experience in commercial operations, service/product delivery, service/product operations, or service/product pricing and costing is highly desirable.
• Proven experience in customer satisfaction, quality management, and problem solving within private, non-profit, or government sector.
• Proven negotiation skills, presentation skills, and communication skills.
• Knowledge of Federal government procurement procedures, regulations, service costing, and the AbilityOne program desired.

EDUCATION
• 7+ years with BA/BS; 5+ years with MA/MS
• 1½ years experience = 1 year college.
