Biden Administration’s Major Expansion of Health Care Benefits for Veterans

Last Updated: September 30, 2024

The Biden administration, ahead of Veterans Day, announced substantial enhancements to the health care benefits available to U.S. veterans. This comprehensive expansion aims to address the long-standing health care needs of veterans and their families, especially those affected by service-related health issues.

Expanded Coverage for Burn Pit-Related Conditions

One of the key changes involves expediting health care benefits for veterans exposed to toxic chemicals from burn pits in Iraq and Afghanistan. Initially, the bipartisan law passed last year intended these benefits to be phased in over ten years. However, President Joe Biden has directed the Department of Veterans Affairs (VA) to make all affected veterans eligible for these expanded benefits by early next year. This is a significant acceleration in providing necessary health care to veterans who have suffered due to exposure to hazardous conditions during their service.

Coverage for Parkinson’s Disease at Camp Lejeune

The administration is also expanding the Camp Lejeune Family Member Program to include coverage for Parkinson’s disease. Previously, the program covered various conditions related to the contaminated drinking water at the Marine Corps Base Camp Lejeune but did not include Parkinson’s. This inclusion is a crucial step in acknowledging and addressing the broader health impacts experienced by veterans and their families due to environmental hazards during service.

No-Cost Health Care for World War II Veterans

In a historic move, the Biden administration has declared that veterans of World War II, who served from December 7, 1941, to the end of 1946, will now be entitled to no-cost VA health care. This includes care at nursing homes, eliminating co-pays and monthly premiums for these veterans. It’s a fitting tribute to the service and sacrifices of the Greatest Generation.

Pilot Program to Increase Health Care Availability

To further expand health care availability, particularly in rural, tribal, and underserved communities, the VA is creating a pilot program. This initiative will reimburse residents and residency programs, including those outside of VA facilities, that serve veteran patients. It will fund 100 physicians in communities where veterans often struggle to access VA health care services. This program is expected to play a critical role in enhancing health care accessibility for veterans in various parts of the country.

National Advertising Campaign

To ensure that veterans are fully aware of and utilize their benefits, the VA is launching a national advertising campaign. This multimedia campaign will highlight the low-cost or no-cost health care, education, home loan, and memorial service programs available to veterans. The campaign is designed to inform veterans about the tangible, cost-saving benefits they are entitled to and encourage them to take advantage of these services.

Conclusion

These changes represent a significant stride forward in honoring the commitment made to those who have served in the U.S. military. By expanding health care coverage, launching new programs, and enhancing accessibility, the Biden administration is ensuring that veterans receive the support and care they deserve. As Veterans Affairs Deputy Secretary Tanya Bradsher stated, “If you fight for us, we’ll fight for you.” This expansion of benefits is a testament to that promise, reaffirming the nation’s dedication to the well-being of its veterans and their families.

For veterans and their families, these changes could mean better access to necessary health care services, financial relief, and an overall improvement in quality of life. It’s a move that not only addresses the immediate health needs but also looks to the future, ensuring that veterans across the United States receive the comprehensive care and support they have earned.

I applaud the increase in benefits and services regardless of who is in office.

But what is the President or current administration doing to pass the Major Richard Star Act? This bill is paramount for veterans that were cut short of serving 20 years due to being Medically Retired for service-connected disabilities.

It is right and just to pass this legislation. It would allow medically retired vets that are 100% P&T rated and less than 20 years of service to receive their DOD retirement and VA disability compensation without the current offset.

Open to thoughts, gripes, concerns or support.

I applaud the passing of the Richard Star Act. This situation should have taken care of decades ago.

Let’s not forget, which ever administration is in office, POTUS does nothing !
          CONGRESS, approves ALL BILLS.
POTUS just signs them & takes the credit.

All face it, CONGRESS has forgotten all veterans from Korea to present day.

Congress says they are working on many bills to assist veterans. What Congress does is: enter a bill for congressional approval but they always end up in committee where they die from no action.

Congress is dead set against increasing entitlement programs, and WE ARE an entitlement program !
The talk & then ignore the reality of TRUE VETERANS NEEDS !

WORKERS compensation increases, Veteran Disability Entitlements remain flat and depreciate rather than keep pace to veterans needs to support their families.

He did attack McCain and if you know anything about how McCain started the fire on the USS Forrestal because he was impatient to be flagged in and dropped a missile on the deck, if the media ever told you about how McCain took off in a chopper with his media buddies instead of staying and fighting the fire, if you knew that McCain WAS NEVER TORTURED but held his elbows out when he ejected causing injury and how he was shot down because he was hot dogging and left formation, how he was called “chim sơn ca,” Song Bird by his captors as he would not shut up telling military info. He stayed in a Vietnamese hospital reserved for high-ranking Viet Cong officers and got the best treatment they could give. If you knew all that, then you know why Trump hated him. The democrats and media made up stories about Trump saying those things when there is no proof he said ANYTHING derogatory about our troops. If you believe everything the media says about Trump… then just ignore the covid vaccine deaths, like the media wants you to and get that booster.

History of the Forrestals incident… straight fro naval archives. John Mcain was there, it was Capt.Beling in the plane that had a technical failure. That and poor maintenance practices is what cause the Forrestal incident:

            H-008-6: USS Forrestal Disaster, 29 July 1967

            USS FORRESTAL (CVA-59) fire, 1967
Smoke from the burning Forrestal, as photographed from the flight deck of USS Oriskany (CVA-34), off Vietnam, on 29 July 1967. Planes on deck are A-1 Skyraiders and F-8 Crusaders (NH 1125490).
            H-Gram 008, Attachment 6
            Samuel J. Cox, Director NHHC
            July 2017

On 29 July 1967, Forrestal (CVA-59) experienced a severe fire while operating on Yankee Station off Vietnam that killed 134 Sailors and aviators, injured 161, and destroyed 21 aircraft. This was (and remains) the second worst loss of life on a U.S. Navy ship since World War II. The disaster resulted in a very long list of lessons learned (many of which were “lessons forgotten” from carrier conflagrations during World War II), which transformed the U.S. Navy’s approach to firefighting, damage control, and ordnance handling in the decades since. In recent years, articles have appeared on the internet that are extremely inaccurate and generally intend to unfairly tarnish the reputation of Senator John S. McCain III, who survived the fire.

At 1050, Forrestal commenced early launch of two KA-3B tankers, an EA-1, and an E-2A in preparation for an 1100 launch of a 24-plane Alpha Strike, the second of the day. At that time, a VF-11 F-4B (No. 110,) was spotted on the extreme starboard quarter of the flight deck. As the pilot of F-4B 110 shifted from external to internal power, multiple electrical malfunctions ignited one of the four 5-inch Mk-32 Zuni unguided rockets in a pod on external stores station 2 (port inboard station), which fired across the flight deck and struck VF-46 A-4E No. 405, piloted by LCDR Fred White, rupturing its fuel tank, igniting the fuel, and initiating the fire. Although the board of investigation reached the opinion that the Zuni rocket hit 405, there is some ambiguity in eyewitness accounts as to whether the rocket hit 405 or the plane next to it, 416, piloted by Lieutenant Commander John McCain. The rocket itself actually impacted the ocean beyond both aircraft. Regardless, shrapnel ripped into both aircraft, and both were immediately sprayed by fuel; a pool of fuel ignited between and under the two aircraft. Both pilots initially escaped from the flames around their aircraft.

The impact of the Zuni rocket dislodged at least one, probably two, 1,000-pound AN-M65A1 bombs, which fell into the flames. The outdated AN-M65s were being used because of an acute shortage of Mark 83 general-purpose 1,000-pound bombs resulting from the intense Navy bombing campaign in North Vietnam, which expended bombs faster than they could be produced. The AN-M65 bombs had been brought aboard the day before, were over a decade old, in very poor condition, considered an extreme safety hazard by the commanding officer of Forrestal, Captain John Beling, and, according to the ship’s ordnance officer, were an imminent danger to the ship and should be jettisoned overboard. Doing so, however, would have necessitated scrubbing that day’s combat mission over North Vietnam, so Captain Beling reluctantly accepted the risk.

Damage Control Team Eight, led by Chief Aviation Boatswain’s Mate Gerald Farrier, which had received specialized flight-deck fire-fighting training, immediately reacted to fight the fire. Based on their training with Mark 83 bombs, they expected to have approximately ten minutes to extinguish the fire around the bomb before there was risk of the case melting or cooking off with a designed very low-order explosion. Chief Farrier immediately smothered the bombs with a PKP (“Purple K”) extinguisher in order to cool them. However, the AN-M65s were not only unstable. Their age and chemical composition actually enhanced the power of the blast (the exact opposite of a Mark 83). A little more than one minute after the fire started, one of the bombs fractured open, and Chief Farrier immediately ordered his team to withdraw, fearing an imminent cook-off. At one minute and 34 seconds, the bomb exploded, killing Chief Farrier and almost his entire team (only three survived severely injured,) and also killed Lieutenant Commander White. A second bomb exploded nine seconds later and a chain reaction followed.

Both White’s and McCain’s A-4s, fully fueled and loaded with ordnance, were destroyed by the blast. Per the initial mishap board (“Informal Board of Investigation”) report, “In period of four minutes, seven major explosions shook the entire ship and some 40,000 gallons of jet fuel from aircraft spotted on the flight deck was ignited and contributed to the damage. Fire-fighting teams, pilots, and squadron personnel on deck were knocked down, injured or killed by the series of explosions. The fire spread with the first explosion to every aircraft across the entire after part of the flight deck. Seven holes were ripped through the deck from explosions of 750 lb., 500 lb., and 1000 lb. bombs. Rockets and 20mm shells shot across the deck, and ejection seats fired into the air.” Actually, later analysis indicates at least nine bombs exploded on the flight deck, eight of them AN-M65’s with significantly enhanced blast over a normal 1,000-pound bomb. Other bombs on the flight deck performed as designed and did not detonate due to the fire.

Most of the pilots on the aft of the flight deck were able to escape, but two more (besides White,) Lieutenant Dennis Barton and Lieutenant Commander Gerry Stark, were killed in the explosions. McCain was helping another pilot who was on fire when the first explosion occurred and he barely escaped by rolling into the port catwalk as other bombs exploded; he then proceeded to assist ordnancemen on the hangar deck in jettisoning bombs over the side to prevent them from exploding as well. (Three months later, on 26 October 1967, flying from Oriskany—CVA-34—Lieutenant Commander McCain would be shot down over North Vietnam on his 23rd bombing mission.)

The bomb blasts blew large holes in the flight deck, and flaming fuel poured down into the hangar bay and berthing compartments in the aft end of the ship, accounting for many of the casualties. Some of the burning fuel was spread by untrained hose teams using water on a fuel (Class B) fire, in some cases washing away foam laid by other teams and reigniting the fire. The death and incapacitation of the entire specialized fire-fighting team in the initial explosion had critical impact. By the end of World War II, as a result of lessons learned during the war, most Sailors on ships had received training in fighting shipboard fires. By 1967, the U.S. Navy had reverted to the Japanese model at Midway with specialized, highly trained damage-control and fire-fighting teams, but most of the crew was not trained. Doing so probably saved some money, but the result in crisis was heroic, but uncoordinated, often ineffective and counter-productive efforts by untrained teams that resulted in needless additional deaths and injuries. Nevertheless, the ad hoc firefighting teams of Sailors and Marines had the fire on the flight deck out by 1215. However, the fires below decks, spread by the burning fuel on water, were much more difficult to put out, with the last one not extinguished until 0400 the next day. The damage to Forrestal was so severe that she had to come off Yankee Station for repairs, commencing post-repair sea trials in April 1968.

The Navy investigation absolved Captain Beling of responsibility for the fire. Beling, who had been in has cabin at the time, and supervised the damage control effort in his T-shirt, displayed considerable leadership throughout the harrowing 11-hour ordeal. Nevertheless, the initial board of investigation stated, “Poor and outdated doctrinal and technical documentation of ordnance and aircraft equipment and procedures, evident at all levels of command, was a contributing cause of the accidental rocket firing.” At that time, such a state was not unique to Forrestal. The Commander in Chief of the Atlantic Fleet (to which Forrestal was assigned when not deployed), Admiral Ephraim P. Holmes, did not concur with some of the results of the final investigation report, specifically the part that cleared Captain Beling. Holmes appended a Letter of Reprimand for Captain Beling to the final report, which was removed by direct order of CNO Admiral Thomas Moorer. Beling made flag, but his orders to command a carrier battle group were cancelled by new CNO Admiral Elmo Zumwalt, and Beling was reassigned to command of the Iceland Defense Force, from which he retired as a rear admiral.

The Forrestal disaster was the second (and worst) of three serious U.S. Navy carrier fires in the 1960s. In the first, Oriskany suffered a fire on 26 October 1966 on Yankee Station that killed 44 and injured 138 when a magnesium parachute flare was accidentally ignited (human error) and a panicked Sailor threw it back into the magnesium storage locker instead of overboard; many of the dead were pilots killed by toxic smoke inhalation in their sleep. The third disaster occurred on Enterprise (CVA[N]-65) on 14 January 1969, while she was en route to Vietnam. It killed 28 and injured 314, and destroyed 15 aircraft when hot exhaust from an improperly placed aircraft starter ignited another Zuni rocket and started a series of explosions. In the case of Enterprise, lessons learned from Forrestal (and not having old and unstable ordnance on board) resulted in the fire being contained more rapidly with fewer casualties. Enterprise put in for repairs at Pearl Harbor and continued en route to Vietnam in March 1969, although she was diverted to Korean waters due to the North Korean capture of Pueblo (AGER-2.)

The Forrestal fire resulted in many lessons learned (and re-learned) and resulted in significant changes in the U.S. Navy in training for shipboard damage control, the biggest being (re)-institution of firefighting training for all crewmembers. Another was the installation of a flight-deck washdown system that could spread water or foam as needed, with the first being installed on Franklin D. Roosevelt (CVA-42) during her 1968–69 refit. Another major change was establishment of the Weapon System Explosives Safety Review Board. The training films Learn or Burn (which included film from the flight-deck PLATT camera that filmed the entire Forrestal event) and Trial by Fire: A Carrier Fights for Life have influenced countless firefighting, damage-control, and recruit-training classes. Even I remember from my midshipman days, “the Chief with the Purple K”—Chief Farrier—who sacrificed his life trying to buy time for aviators to escape their jets before the flames spread.

Of note, the greatest loss of life on a U.S. Navy ship since World War II was 176 killed when Hobson (DMS-26) broke in half and sank after a collision with Wasp (CV-18) on 26 April 1952.

(My thanks to Dr. Richard Hulver, NHHC historian, for sifting through mounds of official documentation, sometimes contradictory, so I didn’t have to read it all myself. Due to the extent of the damage to Forrestal, there are still details that remain unknown.)

Enough is enough: Trump gave veterans real and permanent choice

It’s been more than a year since President Trump ushered in the greatest improvement to veteran health care since World War II, and the media still refuse to credit him with this accomplishment.

Reporters are playing word games instead of reporting the facts, and are failing to tell the public what millions of veterans know: the Department of Veterans Affairs (VA) has never worked better, in part because President Trump gave veterans the real, permanent choice of using private health care providers.

        Here are the facts.

In the wake of the prior administration’s VA wait-time scandal, a frustrated Congress authorized a temporary program that allowed some veterans to see doctors outside VA. It was called the Veterans Choice Program.

The program was limited to veterans who were waiting more than 30 days for an appointment, or those that lived more than 40 miles from a VA facility or faced similar travel burdens.

The program never solved the wait-time problem at VA, and instead, unfortunately created new hurdles for veterans seeking care in the community. In a 2017 report, VA’s Office of Inspector General found veterans had to overcome “several barriers” in order to access care outside VA. These included “cumbersome authorization and scheduling procedures and inadequate provider networks.”

In the first 11 months of the Choice Program, VA authorized about 283,500 appointments for veterans outside VA, and barely half of those appointments took place by the end of those 11 months.

Compare those results to the MISSION Act, which President Trump signed in order to fix these problems. The MISSION Act created the Veterans Community Care program, which is permanent and more comprehensive than the Veterans Choice Program. It allows Veterans to elect to receive care at non-VA facilities when they aren’t close to a VA facility, have to wait too long for VA care, or when it’s in their best medical interest.

That’s a critical difference. The MISSION Act signed by Trump put veterans at the center of their care for the first time in history, allowing them to elect to receive outside expertise when they need it and improving their health outcomes.

Even better, the MISSION Act actually works. The numbers show there was pent-up demand for community care among veterans that the MISSION Act unleashed. In the nearly 15 months since the MISSION Act took effect, more than 2.4 million veterans have benefitted from more than 6.5 million referrals to community care.

While the old Choice Program suffered from not having enough community care partners, under the MISSION Act, VA is working with 725,000 private health care providers to ensure veterans have this option in the real world, not just on paper.

The MISSION Act also created a new urgent care benefit that gives eligible veterans access to urgent and walk-in care at participating non-VA clinics in their communities. This is a huge step forward in terms of convenience for our patients, as eligible veterans do not need to get prior authorization from VA to visit an urgent care provider in our network.

That means veterans don’t have to find a VA facility if they sprain their ankle or develop a minor infection. They can get care close to home, and so far, more than 360,000 urgent care community appointments have occurred.

As these numbers show, it’s the MISSION Act that delivered real, permanent choice to veterans, even though some media reporters and so-called fact-checkers have obscured this by focusing on semantics.

Let me be clear: When President Trump says he gave veterans “choice” he’s not referring to the Obama-era program that fell far short of its promise. He’s referring instead to the MISSION Act, which finally delivered veterans the real, permanent health care choice they have earned.

          I concur with you 100%.

It took me 51 years to get a 100% service connected disability and after Trump getting in office he put pressure on the VA to get off their butts and make the VA work as should.

I waited 51 years to get my 100% service connected disability. I through what ever reason Agent Orange which was used to clear all vegetation at least 500 ft around our NCO quarters so the Thai guards could have a clear vision from their tower observation posts. We not only slept on this but played recreation activities in the cleared areas. I was diagnosed with Psoriatic Arthritis and one other rare skin disease that I have only had a recurrence twice from.

The Psoriatic Arthritis I have continuously for 51 years has not only been painful but at times
Psoriasis Scales coverage of 80% of my body. I used all types of creams and tar mixtures for years. And, finally began taking injections of Enbrel twice a week that helped relief extreme pain and control of plague Psoriasis.

After Trump stepped up the review of VA Claims I took photos myself of my psoriasis and got verification of my diagnosis from my Civilian Medical Specialists I wrote my own request for VA to reevaluate my long standing claim – – went back to the VA and my claim was approved.

I do o not have much faith in the local VA Assistance Offices as they seem to give up and don’t come up with any assistance. You need dondo more research on your own. I saw the window of opportunity when Trump said he was going to help with VA Claims.

I waited 44 years for my claim to be approved and I think President Trump for his actions.

Is he presidential not at all but he has the first responders and the military backs.

Binden is born liar and it is well documented since he began his political career. And as far as I am concerned he is a corrupt politician s as they come. And, as I did when he became our 45th President I’ll do my part in casting my vote for him for our 47th President.

Again, he is not perfect but just look at Hillary and then Joe Biden what is the alternative?

In our entire History of the United States actions always speak louder than words. Every politician under the sun will talk a good game but barely ever act on it. President Trump acted on his promises more than anyone I have known as a leader. Wouldn’t you rather have a leader that tells it like it is and acts on his promises or to tell you sweet nothings then stab you in the back with his horrible policies. We used to be energy independent under Trump now we’re not due to Biden’s executive orders reversing Trump’s policies. We’ve made our own enemies across the pond richer thus enabling them to fund terrorism. Our leaders are blinded by greed and not on the greater good. If we continue to go down this path Biden put us on it’s only a matter of time before another 9/11 happens. America needs to wake up from being woke. God bless America.

I am 62. 100% P&T. Just turn 62. Did the math and talked to Social Security, they agreed that I need to take benefits now instead of waiting until 65 or 67. Taking now instead of at 67 that it would take me until age 80 to make up the difference in money now versus taking later.

Not sure to make it that long, only GOD knows. I guess take it while you can and she said probably Social Security will exhaust in ten years if Congress does not make changes, automatically it drops to 70% in 2023. So do the math.

Then found out our VA hospital medical coverage doesn’t count as covered medical insurance care towards MEDICARE covered insurance and that we have to mandatory pay for MEDICARE. Going to cost us $174 plus each month.

Then if you have TRICARE Prime, unless you sign up for MEDICARE and pay for it separately, then it expires. You have to pay for MEDICARE monthly, then pay for TRICARE annual cost.

Question to Senators, why do I have to pay for MEDICARE monthly premiums from my Social Security benefits when I have VA benefits and medical coverage for life?

I say Biden’s team because Joe can’t even tell us what the weather is like while he’s standing outside., and iit IS another vote grab just like student loan forgiveness. Just curious though, did you serve?

We are humans and we are all, all equal, the Infinite Creator creates life to experience life. It’s your choice who you serve in your walk of life. You have free will to choose, we all need a leader that loves the US Constitution and the Republic for which it stands. Learn what you have been given, before its to late. An American Citizen Party where all humans are created equal. Or the rise of the Fourth Reich, and the future Furher. The future of humanity’s state could be greatly affected. One of them was to stop the construction of the border wall and I will go ahead and quote what he said when he signed the executive order. “There will not be another foot of wall constructed on my administration,” The secretaries of Defense and Homeland Security, as well as other department heads, will develop a plan for the redirection of funds concerning the southern border wall, the executive order states. So how is that taking the project over? It seems like he abandoned the project.

This is wonderful news for all veterans and let’s give President Biden a lot of credit for everything he has done. My concern is that I am that veteran who has been in the Desert Storm, Iraq, and Afghan wars and been exposed to the burn pit many times just to be turned down by VA for sleep apnea cause they say it’s not military related, but for what we as soldiers put ourselves through in the fight for our country just to have a doctor tell me you got this after the fact of 22 years dedicated to the Army and my country that’s the results I’m stuck with. So with 90 percent and 10 away from 100 percent what will it take for me to get to that point.

Just remember that the other “guy” called our vets who died on the battlefield in France in WWII “suckers and losers.” My uncle was one of those who died over there, shot by a sniper in the D-Day invasion and subsequently dying from his wounds. A “sucker and a loser” he was not. He was survived by his wife, who just turned 102 this past June, and a son who is a retiree in California. They would probably chastise me for posting this bit of information, but I get sick of seeing so many comments about the other “guy” that are favorable.

I’m still waiting for VA to help thousands of us that do not qualify for dental care unless it is a service related situation. There are thousands of us that have dental problems that VA will not cover. I’m now 85 years old and I just can’t afford to have my teeth fixed.. Looking at all the billions of dollars we are giving to countries that want to see the USA go down the toilet. I THINK IT LONG OVER DUE, STEP TO THE PLATE AND PROVIDE DENTAL COVERAGE FOR ALL THAT SERVICED. The VA has treated me great for 40 years or more and I whole hardheartedly thank them for the great service I have received.. I have contacted two of our California congress men about this and so fare nothing.. If you find yourself in the same boat as myself, PLEAS GET ON BOARD AND CALL ,WRITE, E MAIL YOUR REPRESENTATIVES. FOR THE THOUSANDS OUT THERE, LETS GET THIS BEFORE CONGRESS..

The dental issue has been one of my issues with the VA for years. I ask the Dr.’s and nurses every time I have to visit the VA. They agree that we should receive dental care as there are a lot of medical issues that come from the mouth, i.e. bad teeth. I wish every vet should receive dental care of at least some form of care.

Needs to address the benefits side of VA they continue to disregard the laws about service connection. Also change the regulations about the medical side not being able to assist veterans in getting the necessary money from the benefits side. The pact act helped but the exposures are already listed and if you have something unique they refuse to consider it

And what about the protection of homeless veterans? Biden even moved out homeless veterans and replaced them with illegal aliens in housing meant for the veterans? I am a Vietnam Veteran and FINALLY having my claims honored after being denied since 2010! Thanks to a Veterans Organization Blue Water Navy Association and Military Veterans Advocates who files lawsuits, lobbied Congress, won cases before the Supreme Court to get millions of Veterans the benefits they deserved! If any medical doctor in or outside of the VA finds you have a disease or condition caused by your military service, the VA should accept that and not refuse to treat you!

Amen Brother, I’m always excited when I hear that Veterans are getting more benefits, but honestly these are benefits they should have already been getting.
It’s just like the above story where WW 2 Veterans are now getting no cost VA health care. That’s Great! but again something they should have already been receiving. Not to mention how many WW 2 Vets do we really have left? What about Vietnam Vets why shouldn’t they get the same free care? In my opinion all Veterans should get completely free health care. Especially those with disabilities and long term issues. I believe as Honorable Veterans we earned it. And I’m Sorry, but all of this is just another ploy by Biden and the Democrats to try and buy votes for Joes in the toilet reelection farce.
